The compressor starts conservatively and measures the actual encoded GIF after each pass. If the file is still too large, it reduces dimensions, palette colors, and finally frame density until the target is met or the safe minimum settings are reached.
Best effort, not a false promise.
GIF compression is content-dependent. A long, high-motion animation may still exceed 1 MB after aggressive reduction. When that happens, GifShaper clearly labels the smallest safe result as best effort.

Will the output always be below the target?
Usually for ordinary web GIFs, but no browser-only compressor can guarantee every animation will fit under 1 MB without destroying it. GifShaper reports whether the target was actually met.
What gets reduced first?
Dimensions are reduced before the tool becomes aggressive with palette colors or frame density, which generally preserves animation quality better.
